हिमालय दिवस 2018: चेता रहा है हिमालय, क्या ध्यान दे रहे हैं हम


सबको हिमालय दिवस 2018 शुभकामनाएं। आइए इस अवसर पर अपने  उत्तराखंड में जल, वन, माटी की वर्तमान स्थिति  जानने का प्रयास करें। 

सूख रही है उत्तराखंड कि नदियां:- सितम्बर 2017 में नेचुरल रिसोर्स डाटा मैनेजमेंट सिस्टम (एनआरडीएमएसा) के उद्धरण से प्रकाशित एक रिपोर्ट के अनुसार कुमाऊ और गढ़वाल मंडल में प्रवाहित तमाम बड़ी नदियों की 332 सहायक नदियां सूखकर बरसाती नदियों में तब्दील को चुकी हैं।
रिपोर्ट के मुताबिक नदियों की लंबाई सिकुड़ने के साथ उनका जलप्रवाह भी तेजी से घट रहा है। यदि सिमटती नदियों को पुनर्जीवन नहीं दिया गया तो भविष्य में इसके बहुत बड़े दुष्परिणाम सामने आएंगे।

रिपोर्ट आगे चेताती है कि बरसात में बेशक नदियां खतरे के निशान से भी ऊपर बहती हों लेकिन सच यही है कि उत्तराखण्ड की जीवनदायनी नदियां अंदर ही अंदर खोखली होती जा रही हैं।  विशेषज्ञ कहते हैं कि 68 प्रतिशत भूभाग को संचारित करने वाली गैर हिमानी नदियों एवं हजारों धारे, गधेरे आज अपने अस्तित्व के लिए जूझ रहे हैं। नदियों में गाद समाती जा रही है। इसके चलते नदियों का प्रवाह निरंतर प्रभावित हो रहा है।  http://janjwar.com/post/pachas-saal-men-sookh-gayin-uttarakhand-kee-300-nadiyan-dinesh-pant (30 सितम्बर 2017)

बढ़ रहा है जल संकट:-  इससे भी ज्यादा चिंताजनक स्थिति नदियों को जिन्दा रखने वाले नौलों, झरनों और परम्परागत जल स्रोतों की है,  वे भी लगातार सूखते जा रहे हैं।  संयुक्त राष्ट्र विकास कार्यक्रम (यूएनडीपी) की ताजा रिपोर्ट के अनुसार राज्य में अनुमानित 2.6 लाख परम्परगत जल स्रोतों में जल की मात्रा पचास प्रतिशत तक घट गई है। रिपोर्ट बताती है कि ये जल स्रोत पेयजल की  90 प्रतिशत आवश्यकता को पूरी करते हैं।  

इन जल स्रोतों के सूखने के पीछे अवैज्ञानिक तरीके से सडकों का निर्माण और अनियोजित शहरीकरण बताया जा रहा है जिसके लिए वनों को काटा जा रहा है। रिपोर्ट यह भी बताती है कि गांवों से पलायन के पीछे जल संकट एक बड़ी वजह है और जलवायु परिवर्तन स्थानीय जल संसाधनों में जल की कमी को ओर बढ़ा देगा जिससे पलायन की समस्या में बढ़ोतरी होगी। आश्चर्य की बात है कि जल संसाधनों में समृद्ध उत्तराखंड के 13 जिलों में से 10 दो साल  (2007-09) के दौरन सूखे का सामना करना पड़ा है।

गंभीर हो रही है मिट्टी कटाव की चुनौती :- अपने जुलाई 2018 के सर्वेक्षण में नागपुर स्थित राष्ट्रीय मृदा सर्वेक्षण और भूमि उपयोग नियोजन ब्यूरो और दिल्ली स्थित इसके क्षेत्रीय केंद्र के शोधकर्ताओं ने पाया है कि हिमालय क्षेत्र में स्थित राज्य उत्तराखंड का 48 प्रतिशत से अधिक हिस्सा मिट्टी के कटाव से अत्यधिक प्रभावित हो रहा है, जो स्थानीय पर्यावरण, कृषि और आजीविका के लिए एक प्रमुख चुनौती बन सकता है।

चार धाम योजना की वजह से भूस्खलन जोन बनता जा रहा है उत्तराखंड :- डेली पायनियर की सितम्बर 2018 की रिपोर्ट के अनुसार चार धाम मार्ग सड़क योजना के कारण केदारनाथ, बद्रीनाथ, गंगोत्री और यमुनोत्री मार्गों पर पहाड़ी काटने, पेड़ काटने और मलबे की डंपिंग से भारी भूस्खलन हो रहा है।  पर्यावरणीय सुरक्षा की पूरी तरह से उपेक्षा करते हुए बनाई गई, इस योजना के लिए उत्तराखंड के लोग भारी कीमत चुका रहे हैं।

इस योजना में अब तक पच्चीस हज़ार से ज्यादा पेड़ों को काटा गया है। अनुचित तरीके से  सड़क काटने के कारण चार धाम मार्गों पर 500 से अधिक भूस्खलन हुए हैं।  मलबे को सीधा नदियों में डाला जा रहा है।  मलबे के कारण पहाड़ों को स्थिर करने वाली वनस्पति नष्ट हो रही है और नदियों में गाद बढ़ने से अनेक खतरे पैदा हो गए हैं।   कई  पहाड़ों को खतरनाक नब्बे डिग्री में काट दिया गया है और भारी बारिश के इनमें नियमित रूप से भूस्खलन हो रहा है।

चूंकि परियोजना लागू होने से पहले कोई पर्यावरणीय सुरक्षा उपाय नहीं लिया गया था, इसलिए परियोजना उत्तराखंड के लोगों, पारिस्थितिकी और अर्थव्यवस्था के लिए बेहद नुकसानदायक साबित हो रही है और इस योजना के कारण अब तक  कई जानेआजीविका साधन, घरों और कृषि क्षेत्रों को खो दिया है। वैज्ञानिको का कहना है कि हिमालय के संवेदनशील पहाड़ यदि एक बार अस्थिर हो जाएं तो भूस्खलन रोकना लगभग असंभव हैं। उत्तरकाशी में वरुणावत पर्वत का मामला इसका एक जीवित उदहारण है जहाँ 282 करोड़ की भूस्खलन उपचार योजना के बावजूद आज भी भूस्खलन जारी है।   https://www.dailypioneer.com/state-editions/dehradun/all-weather-disasters-in-the-making.html   (3 सितंबर 2018)

धधक रहे हैं जंगल:-  राज्य के 60 प्रतिशत भूभाग पर जंगल और करोड़ों निवासी चारा, लकड़ी, पशुपालन के लिए जंगलों पर ही आश्रित है।  वनों से जल संचय होता है , माटी क्षरण  और भूकटान रुकता है।  फिर भी हर वर्ष प्रदेश के जंगल आग में नष्ट हो रहे हैं।  वर्ष 2018 में 25 मई तक आग से 2038 हेक्टेयर वन क्षेत्र प्रभावित हो था।  वर्ष 2016 में तो आग ने विकराल रूप धारण किया था और यह पांच हज़ार फुट की ऊचाई पर बांज के घने जंगलों तक पहुंच गई थी। उस साल आग से  4433 हेक्टेयर वन क्षेत्र प्रभावित हुआ था और 46.50 लाख की सम्पति को नुकसान हुआ था।  https://www.jagran.com/uttarakhand/dehradun-city-uttarakhand-forest-caught-fire-17992731.html  (25 मई 2018 )

जारी है विनाशक बांधों का बनना :- बड़े बांधो के खतरे के प्रति पूरा विश्व सचेत हो रहा है।  परन्तु तमाम नियमों को ताक पर रखकर इस समय उत्तराखंड में दो बड़ी बांध परियोजनाएं आगे बढ़ाई जा रही है, यमुना नदी पर लखवार और शारदा नदी पर पंचेश्वर। 

प्रस्तावित लखवार बांध की ऊचाई  204 मीटर है।  868. 8  हेक्टर की वन भूमि समेत, इस बांध में 1385.2 हेक्टेयर  भूमि जलमग्न हो जाएगी और लगभग 50 गांव डूब क्षेत्र में आएंगे।  यह बांध भूकंप जोन में बन रहा है , जहाँ  भूस्खलन आम बात है।  इस परियोजना को अभी पर्यावरणीय स्वीकृति भी नहीं मिली है और ना ही नदी, निवासी और प्रकृति पर होने वाले इसके प्रभावों के आकलन के लिए कोई वैज्ञानिक अध्ययन करवाया गया है। https://sandrp.in/2013/04/22/lakhwar-dam-project-why-the-project-should-not-go-ahead/  (22 अप्रैल 2013)   

उसी तरह, शारदा नदी, चम्पावत में पंचेश्वर बांध का प्रस्ताव है। 315 मीटर ऊंचा यह बांध, एशिया का सबसे ऊँचा बांध होगा। प्रस्तावित पंचेश्वर परियोजना से प्रभावित होने वाले लोगों का कहना है कि उन्हें पारिस्थितिकीय रूप से संवेदनशील हिमालयी क्षेत्र में बांध की जरूरत नहीं है। बांध से  123 गांव  प्रभावित होंगे और वन भूमि को भी बहुत ज्यादा नुकसान होगा।  यह बांध भी भूकंप संवेदनशील क्षेत्र में है और समुचित पर्यावरण मूल्यांकनों और वैज्ञानिक अध्ययनों के आभाव में आगे बढ़ाया जा रहा है, जिस कारण इसका भारी विरोध किया जा रहा है।  https://sandrp.in/2018/01/11/who-exactly-needs-the-pancheshwar-dam/  (11 जनवरी 2018 )   

कभी भी सकता है विनाशकारी भूकंप:- उत्तराखंड में भूकंप के 134 फॉल्ट सक्रिय स्थिति में हैं। ये भूकंपीय फॉल्ट भविष्य में सात रिक्टर स्केल से अधिक तीव्रता के भूकंप लाने की क्षमता रखते हैं। वाडिया हिमालय भूविज्ञान संस्थान के 'एक्टिव टेक्टोनिक्स ऑफ कुमाऊं एंड गढ़वाल हिमालय' नामक ताजा अध्ययन में इस बात का खुलासा किया गया है। सबसे अधिक 29 फॉल्ट उत्तराखंड की राजधानी दून में पाए गए हैं। गंभीर यह कि कई फॉल्ट लाइन में बड़े निर्माण भी किए जा चुके हैं। गढ़वाल में कुल 57, जबकि कुमाऊं में 77 सक्रिय फॉल्ट पाए गए। अध्ययन में पता चला कि इन सभी फॉल्ट में कम से कम 10 हजार साल पहले सात आठ रिक्टर स्केल तक के भूकंप आए हैं। कुमाऊं मंडल में रामनगर से टनकरपुर के बीच कम दूरी पर ऐसे भूकंपीय फॉल्टों की संख्या सबसे अधिक पाई गई। https://www.jagran.com/uttarakhand/dehradun-city-devastating-earthquake-can-hit-uttarakhand-17864259.html (25 April 2018)


नासूर बन रही प्लास्टिक कचरे की समस्या :- एक नवीनतम सर्वेक्षण के मुताबिक, उत्तराखंड के 81 शहरों के कुल नगर पालिका ठोस कचरे में एक दिन में प्लास्टिक कचरे की वर्तमान एकाग्रता के चलते, जो वर्तमान में 17% है, प्लास्टिक की बर्बादी का औसत टन 2041 में दोगुना हो जाएगा। 2016-17 में उत्तराखंड पर्यावरण संरक्षण और प्रदूषण नियंत्रण बोर्ड (यूईपीपीसीबी) द्वारा किए गए सर्वेक्षण में 272.22 टन प्रति दिन प्लास्टिक कुल कचरे से रिपोर्ट किया गया है जो 2014 में 457.63 टन बढ़ने जा रहा है। यह पहाड़ी राज्य के लिए गंभीर प्रभाव डालने जा रहा है।     https://www.hindustantimes.com/dehradun/plastic-waste-will-double-in-23-years-in-uttarakhand-pollution-board-report/story-x5TsYIfTrL9i3aZX8OCXFN.html (4 June 2018)

वास्तव में उत्तराखंड में अजैविक कचरे और बायो मेडिकल कचरे  निपटान की समुचित निस्तारण सुविधा उपलब्ध नहीं है।  जल स्रोतों, नदियों और जंगलों में प्लास्टिक कचरा जमा होता जा रहा है और पर्यावरण तथा वन्यजीवों को नुकसान पहुंचा रहा है।  उसी प्रकार उत्तराखंड में सीवेज उपचार प्रबंध की सुविधा का अभाव है।  हर छोटे कस्बे बड़े शहर का मल मूत्र नदियों में डाला जा रहा है।  ग्रामीण क्षेत्रों में बन रहे गड्ढा शौचालय भी धीरे धीरे भूजल और पेयजल स्रोतों  को प्रदूषित कर रहे हैं।  जिनसे मच्छर और जनजनित रोगों की घटनाएं बढ़ती जा रही है।

साथियों कुल मिलाकर हिमालय हमें बार बार, लगातार चेता रहा है, पर क्या हम इस पर ध्यान दे रहे हैं। आईए हिमालय दिवस 2018 के अवसर पर हिमालय और उत्तराखंड पर आसन्न संकटों की गंभीरता को समझे और रोकथाम के ईमानदार प्रयास करे।

NGT orders inquiry into felling of 4,000 trees in Taj Eco Zone (22 July 2015) The National Green Tribunal has directed an inquiry into the alleged felling and sale of 4,000 trees in the Eco-Sensitive Zone (ESZ) near the Taj Mahal. The Uttar Pradesh government has denied the allegation. The NGT bench appointed advocate M C Mehta to visit Taj Eco Zone where the trees are alleged to have been cut and asked him to file a report within two weeks. The tribunal took note of a newspaper report and issued notice to the MoEF and UP government. It also directed UP to provide “all facilities and, if required, police security” for Mehta

Study: Deforestation in high latitudes could lead to a 12% decline in rains

In the near future, it may just be metaphorical dark clouds that hover over the country, rather than rain-bringing ones.
A study has shown that deforestation in high latitudes and the boreal regions — comprising grasslands and forests of Canada, Russia and Alaska in the U.S. — could affect the monsoon in South Asia. The effect of large-scale deforestation could lead to a 12 per cent decline in the monsoons, says a study by scientists of the Divecha Center for Climate Change at Indian Institute of Science (IISc).
Numerous studies have shown that declining monsoons auger badly for agriculture as well as the macro-economic climate in India.
The report — authored by Govindasamy Bala, N. Devaraju and Angshuman Modak from IISc. — was published in the Proceedings of National Academy of Sciences (PNAS). It shows that the Inter-Tropical Convergence Zone (ITCZ), which drives rain, moves southwards.
“The monsoon is dependent on landmass covered by the ITCZ. If it moves south, it covers more of the Indian Ocean, and less of India. This will weaken the monsoons,” said Prof. Bala.
On the other hand, monsoons will strengthen in the Southern Hemisphere, leading to immense impact on regional economies.
Unlike most studies that focus on emission on greenhouse gases, the IISc. study calculates the impact of surface characteristics (that is, deforestation that modifies reflection of sunlight by the landscape and plant transpiration) on climate.
What the study says
The three-dimensional climate model used by the researchers simulated atmospheric circulation, land surface processes (photosynthesis and transpiration), surface-ocean warming and ice melt. The team experimented with wide deforestation in the tropical, temperate and high-latitude areas to point out effects on global temperatures and rainfall ( see graphic ) leading to the conclusion that deforestation in Russia and Canada is more catastrophic for India.
With the change in land use — from verdant forests to crop land — affecting climate in a “significant” way, Prof. Bala says there is need for an integrated approach to deal with deforestation.
“It isn’t just about carbon dioxide. Afforestation programmes must be in focus too,” he said.

Is building toilets improving health in India?
New evidence has raised troubling questions about India’s 25-year strategy of pushing people to use toilets as a way to improve health.
In a paper published on Friday morning in the medical journal Lancet,researchers led by Thomas Clasen of the U.S.-based Emory University found that increased toilet coverage did not lead to any significant improvements in the occurrence of child diarrhoea, prevalence of parasitic worm infections, child stunting or child mortality. For their study, Dr. Clasen and his team looked at 50 villages in Odisha’s Puri district between May 2010 and December 2013, where the then Total Sanitation Campaign to build toilets was in effect, and 50 otherwise similar villages where the campaign had not yet started.
One key possible explanation for the absence of a health impact, the researchers said, could be the patchy implementation of the scheme, and uneven rates of use of toilets — at the end of the study period, just 63 per cent of households in the villages where the scheme ran had any toilet, and two-thirds of this group reported a family member using the toilet. Usage was substantially lower among men than among women.
If everyone with a toilet were to use it, would India then see the positive health impacts of its sanitation scheme?
Dr. Clasen told The Hindu that his research could not conclusively answer that question, given that the study compared all households, whether compliant or not, in the 50 ‘treatment’ villages with the 50 ‘control’ villages.
However, a troubling finding was that even villages with higher toilet coverage, and households that had some family members using the toilet did not see any difference in health.
Is India’s sanitation programme, dating back to 1986 and heavily-focused on building toilets, then wrong-headed? “We have not seen this new study, but behaviour change will be an important part of the Swachh Bharat Mission,” said a senior official in the Mission who did not want to be named.
“India should be proud of the efforts that have been made to improve sanitation and eliminate open defecation. It is an exceptionally large challenge and the new government should be applauded for the commitment it is making,” Dr. Clasen said. He recommended two changes, however. “First, it must target latrine use, not latrine coverage,” he said. Secondly, the sanitation programme should be combined with other environmental health schemes, including safe drinking water and hand-washing, that will limit other forms of exposure.
Other studies, like the one by economists Jeffrey Hammer and Dean Spears in rural Maharashtra, showed an increase in child height following the implementation of the TSC. “It [Dr. Clasen’s] is an important study because it shows that even a very careful effort to improve sanitation might not actually reduce open defecation, because sanitation behaviour is very hard to change,” Dr. Spears toldThe Hindu.
